In this Bill Strafford is impeached for High Treason, 'for endeavouring to subvert the Ancient and Fundamentall Lawes and Government...and to introduce an Arbitrary and Tyrannical Government...and within the said Realme of Ireland...did levie Warre against the King Majestie...did slander the House of Commons to his Majestie...and that hee had an Army in Ireland, which he might imploy to reduce this Kingdome.' Strafford (1593-1641) a Yorkshire MP, 1614-29 was appointed President of the Council of the North, based in York, in 1628 and served as Lord Deputy of Ireland, 1633-40. On his return he planned to use Irish forces against the Presbyterian Scots who had invaded Northern England in 1639. His conduct in Ireland and support for the personal rule of Charles I, had occurred the enmity of the parliamentary party. Once the Long Parliament had assembled in late 1640 it immediately commenced impeachment proceedings against Strafford and when these failed passed this Bill of Attainder, which a reluctant King eventually found it expedient to sign, leading to Strafford's execution for High Treason on Tower Hill in May 1641.
